My Spanish friend posted a good story.
-A Mexican tried to take the subway in Stockholm, the capital of Sweden.
Then he noticed that one of the automatic ticket gates was open and anyone could pass through without a ticket.
Curiously, he asked the woman in the ticket office and she replied with a smile, "It's for those who for some reason don't have the money and can't buy the ticket."
With a Latin mentality, he unbelievably asked, "What if someone has money but doesn't want to pay?"
She squinted her blue eyes and replied with a smile, "But why do they do that?"
Certainly, everyone is buying tickets and no one goes through the free ticket gates. -
And finally, he emphasizes the need for "honesty" for society.
If in Spain, the vast majority of people, including myself, would take it for granted through the free ticket gates.
So why can't a person be "honest" if he doesn't pay?
Unless a society guarantees 100% of your life, you have to protect yourself.
On the other hand, in Sweden, a welfare state, medical expenses including dentistry are free until the age of 18, and education expenses are also free to universities. School lunch fee is also free.
The people are protected by this secure "welfare" system from birth to death.
Of course, the taxes paid by the people are used for that. That's the tax.
Therefore, the proportion of taxes to be borne is large. But if you know that the money paid by the people will definitely improve your life, you will pay without any hesitation.
Even in a socialist nation, the nation takes care of everything from medical care to education.
However, the salary is paid regardless of the amount of achievements for the work given by the country. In other words, no matter how hard you work, your salary will not change.
The policy of equality of outcome does not motivate people to work, and the people are poor due to the loss of competitiveness in the international community.
In the case of Sweden, the idea is that you can naturally enrich yourself as much as you contribute to society.
That is why they are "honest" to themselves and to society.
Social welfare should be "an effort to provide the whole nation with satisfaction and tranquility of physical and mental conditions" (wellness). Not alms.
It seems that the win-win belief that if this society gets better, you will get better, you can understand the measures against coronavirus by this Swedish "herd immunity".
Instead of blocking, the Swedish government calls on the people to "act responsibly" and to implement "social distance" to keep them away from others.
Most citizens allow this to be a government policy.
Of course, medical institutions have the capacity to respond perfectly if an infected person appears.
The reason Sweden has always been at the top of the happiness survey may be that it has a mutually trusting society and government.

-あるメキシコ人がスウェーデンの首都ストックホルムの地下鉄に乗ろうとした。
すると、彼は自動改札機のひとつが開いていて、誰でもが切符なしで通り抜けられるのに気づいた。
不思議に思って、彼は切符売り場の女性に聞くと、彼女は微笑みながら答えた「それは何かの事情でお金を持ち合わせていなくて、切符が買えない人達の為にあるのよ。」
彼は、ラテン人らしいメンタリティーを持って「もしある人がお金を持っているが、支払いたくない場合は？と不信げに尋ねた。
彼女は青い目を細め、「でも、どうしてその人達はそんなことをするのでしょう？」と微笑を浮かべ答えた。
確かに、皆切符を買っていて、無料改札機を通る人はいない。-
そして最後に彼は、社会にとって「正直」さの必要性を強調する。
もしスペインだと、私も含めて大多数の人は無料改札機を当然のように通るだろう。
では何故もしお金を払わなければ、その人は「正直」とは言えないないのだろう？
もしある社会が自分の生活を100パーセント保障してくれない限り、自分の身は自分で守らなければならない。
対して、福祉国家スウェーデンでは、医療費は歯科も含めて18歳までは無料で、教育費も大学まで無料。給食費も無料。
国民は生まれてから死ぬまでこの安心の「福祉」制度に守られている。
勿論それには国民の納める税金が使われている。そのための税金だ。
だから負担する税金の割合は多きい。しかし確実に国民が支払らったお金が確実に自分の生活を良くすることが分かっていれば何の躊躇もなくお金を支払うだろう。
社会主義国家でも、医療から教育まですべて国が面倒を見てくれる。
しかし、国から与えられた仕事に対しての成果の多寡に関わらず給料が払われる。つまりどんなに熱心に働こうが給料は変わらない。
結果平等のポリシーでは、仕事に対するモチベーションが上がらず、結局国際社会での競争力の低下により国民は貧しい。
スウェーデンの場合は、社会に貢献した分だけ当然自分も豊かになれるという考えが基盤にあるのだろう。
だから彼らは自分にも社会に対しても「正直」なのだ。
社会福祉とは、「全国民に身体的および精神的状態の満足感と静けさを提供する取り組み」（ウエルネス）である筈だ。施しではない。
この社会が良くなれば自分も良くなるというウィンウィン（win-win）の信念が、今回のスウェーデンの「集団免疫」によるコロナウイルス対策が理解出来るように思える。
スウェーデン政府は、封鎖の代わりに国民に「責任ある行動」を求め、他者と距離を保つ「社会的距離」の実行を呼び掛けている。
これを大方の市民は、政府方針を許容している。
勿論、もし感染者が出た場合には完璧に対応できる収容力を医療機関は用意している。
スウェーデンが幸福度調査で常にトップの位置にある理由は、お互いに信頼できる社会や政府があることであろうな。
