“Wanderers and refugees” 放浪と難民

August ends today.

In the area where I live in Madrid, residents are returning one after another from vacation. The number of cars has also increased.

For several days now, I've been curious about two cars parked in the same spot in front of my atelier. Occasionally, there are signs of people, but cars remain parked.

Today, I finally found out why. They live in this car. I didn't know that because it didn't look like a camper.

A young couple with a young child opened the back door and took something out from inside.

The inside of the car was packed with a bed and household items.

It's so close that I can hear them talking. She is Spanish, but the Spanish he speaks shows that he is not Spanish.

They took out large backpacks, each carried them on their backs, and disappeared somewhere while pushing a baby carriage. Perhaps they went shopping. Could it be a European family on vacation?

Come to think of it, there are several other full-scale camper vans parked in the vacant lot in front of the atelier all year round. Probably a retired couple traveling around Europe at their leisure.

The act of wandering from place to place without a fixed address is called ``vagrancy.'' It sounds romantic.

Since ancient times, there have been traveling artists and traveling actors in Japan.

Hokusai, Saigyo, and Basho also found inspiration in their travels.

In Europe, such as Germany, under the meister system, artists who were apprenticed would visit masters living in various places and train there to master their techniques.

Michelangelo and da Vinci also moved around Italy. However, theirs was not ``vagrancy,'' but ``itinerants'' to hone their skills and job hunting. It was a time when people would starve quickly if they didn't have a regular job, and it was dangerous if they didn't have a fixed address.

Van Gogh left his homeland in the North and died as a guest in France. But he had the support of his younger brother Theo, who understood him the most.

I once thought that after I graduated from art school, I would buy a camper and travel around Japan painting.

It would be possible if I worked part-time wherever I went. However, if I was going to do some ``vagrancy'', I thought Europe would be a good place, so I crossed the Eurasian continent on the Trans-Siberian Railway and ``wandered'' around Europe.

Even after settling in Spain, I wandered around Spain by bicycle and hitchhiking. I also have fond memories of sneaking into a windmill in La Mancha and sleeping there. Times were relaxing. It was also a happy time in my home country, Japan.

My passport says, ``I request the relevant authorities to allow the holder of this passport, who is a Japanese citizen, to travel without any trouble and to provide him with the necessary protection and assistance.''

In other words, "vagrancy" is only possible if there is a guardian. Wandering is only possible when you have a place to return to whenever you want.

However, the term "refugee" is only possible because there is a country that protects them.

Those who were unable to evacuate by the Aug. 31 deadline for withdrawal from Afghanistan could not even become "refugees." There are many Japanese people among them.

マドリッドの私の住んでいる地区にも、バカンスから続々と住人が帰ってきている。車も増えた。

数日前から私のアトリエの窓越しに同じ位置に駐車している２台の車が気になっていた。

たまに、人の気配があるが、車は駐車したままだ。

今日、やっとその理由がわかった。

彼らはこの車の中で生活しているのだ。外見がキャンピングカーでないので、それが分からなかったのだ。

幼子を連れた若い夫婦が後ろのドアを開け、中から何かを取り出していた。

車内にはベッドと、生活用品がぎっしり詰まっているのが見えた。

すぐ近くなので、私に二人の話し声も聞こえてくる。

彼女はスペイン人だが、彼の話すスペイン語は彼がスペイン人ではないことが分かる。

大きなリュックを出して二人はそれをそれぞれが背負い、乳母車を押しながらどこかへ消えた。恐らく彼らは買い物にでも行ったのだろう。

バカンスで旅行中のヨーロッパ人一家だろうか？

そういえば、アトリエの前の空き地には他にも何台か、本格的なキャンピングカーが年中駐車している。

おそらく、リタイアーした夫婦が気ままにヨーロッパ中を回っているのだろう。

住所も決めず、各地を転々とさすらうのを「放浪/vagrancy」という。ロマンがある響きだ。

古来、日本には各地を回る旅の絵師や旅役者がいた。

また北斎、西行、芭蕉なども旅の中にインスピレーションを得た。

ヨーロッパでもドイツなどのマイスター制度では、見習い中のアーティストは各地に住む巨匠を尋ねて、そこで修行して技術をマスターした。

ミケランジェロ、ダ・ヴィンチもイタリア各地を転々とした。

しかし彼らのは「放浪/vagrancy」でなく、技術を磨くための「遍歴」であり、就職活動だった。

人は、定職が無いとすぐに飢えるし、決まった住所が無いと危険な時代だった。

ゴッホは北国の故郷を離れ、フランスで客死した。しかし彼には最大の理解者である弟のテオの援助があった。

私も美大を卒業したら、キャンピングカーを買って、日本中を絵を描いて回ろうかと考えていたこともあった。行く先々でアルバイトをしながらなら可能だろう。

しかし、どうせ「放浪/vagrancy」するなら、ヨーロッパが良いだろうと、私はシベリア鉄道でユーラシア大陸を横断し、ヨーロッパを「放浪」した。スペインに落ち着いてからも、各地を自転車やヒッチハイクで彷徨った。

ラ・マンチャの風車小屋に忍び込んで寝たたこともよい思い出だ。

時代がのんびりしていたせいもあるだろう。

また母国日本が幸せな時代であったせいもあろう。

パスポートには、「日本国民である本パスポートの所持人を通路故障なく旅行させ、同人に必要な保護扶助を与えられるよう、関係の諸官に要請する。」と日本国外務大臣が保障している。

つまり、「放浪/vagrancy」とはあくまでも保護者があるということで可能になる。

いつでも帰れる場所があればこその「放浪」なのだ。

母国が戦争、紛争、人種差別、迫害、災害、伝染病で、已む無く自国を追われた人々は「難民」である。 https://www.unhcr.org/jp/what_is_refugee

しかし「難民」とはあくまでも保護してくれる国があるということで可能になる。

アフガニスタンからの撤退期限8月31日になっても避難できなかった人たちは「難民」にすらなれなかったのだ。

その中には多くの日本人もいる。
